Pre-heat oven to 350 degrees F (175 degrees C). Lightly grease two baking sheets. Combine flour, baking powder, baking soda and spices and set aside. In a large bowl, beat the sugar and eggs until thick. Gradually blend in dry ingredients. Fold in candied citron and walnuts. Drop dough by teaspoonfuls 1-1/2 inches apart onto greased baking sheets. Bake for 20-30 minutes until lightly colored. Cool on wire racks.
