Sift together the dry ingredients. Beat egg until thick and lemon colored. Add milk and melted butter to the egg. Combine the 2 mixtures with a few turns of the spoon. Fold in chopped apples. Drop by spoonfuls onto a greased muffin tin. Sprinkle with a mixture of sugar and cinnamon made from 4 tablespoons sugar and 1/2 teaspoon cinnamon. Bake in a hot oven at 425° for 15 to 20 minutes. Yields 12 muffins. Serve hot or cold.
