Heat oven to 400°. In large bowl combine sugar, margarine, eggs and vanilla; blend well. Stir in flour, cream of tartar, soda and salt. Blend well. Shape dough into balls. Combine sugar and cinnamon. Roll balls in mixture. Place 2 inches apart on an ungreased cookie sheet. Bake for 8 to 10 minutes.
